By telegram request No 149/15.12.2024, the Vratsa Railway Section appointed work train No70440, the TFCu RSPSM motor trailer No 99529459017-0 and wagon No 805239360300, with departure time at 08:30 a.m. from Vratsa station and arrival at 09:55 a.m. at Medkovets station.

At 7:20 a.m. the train dispatcher conducted a ‘briefing’ with the traffic managers on duty along the Mezdra-Vidin freight section. Around 08:00 a.m., the train dispatcher left the workplace without permission and went to RRI Sofia to take an exam under the mandatory conditions of Ordinance No 56. The train dispatcher has not handed over to the substitute dispatcher the specifics of the traffic organization in the section. 

At 08:04 a.m., the duty traffic manager in Vratsa station held a conversation with the substitute train dispatcher, who specified that a motor trailer unit RSPSM No 99529459017-0 would first load fuel in Vratsa Railway Section and after FT No 7620 would leave according to the appointed timetable. 

At 8:29 a.m., the RSPSM departed with the wagon, moving along a fourth track in the station. From 8:30 a.m. to 8:43 a.m., the RSPSM is waiting for a route on the fourth receiving track. After the arrival of DFT No 70696 at Beli Izvor station, working train No 70440 departed from Vratsa station at 09:48 a.m. 

At 09:55 a.m., another call was made on the mobile phone between the TGL and the traffic manager on duty at Krivodol station that, following the passage of working train No 70443 DM RSPSM No 99529436507-8 from Boytchinovtsi station to Krivodol station, the working group could work due to the lack of other vehicles. 

After passing the working train No 70443 DM RSPSM No 99529436507-8, for Krivodol station, the workers put the screw spike wretch machine on the line. At one point, the screw- spike wretch machine refused to work the TGL went to repair the machine and heard one of the workers to report ‘A trailer is coming!’ That forced them to remove quickly the machine from the line. During that action, one of the workers slipped and fell; the machine hit him on the head with the handle and fell on him. Two of the workers removed the screw- spike wretch machine from his chest. The trolley on which the machine was mounted remained on the track.

After entering the working train No 70440 RSPSM No 99529459017-0 in a sharp curve of the track and moving along it, the driver and the accompanying person saw the group of workers performing repairs on the track. The majority of rail track workers managed to get off the track.

After passing the motor trailer, TGL saw the bodies of the two workers ‘to the left of the track’ in a lifeless state. He notified the national emergency number 112 to send an EMS.

Because of the subsequent collision of the passing RSPSM, two of the workers died on the spot. The third injured worker suffered injuries and bruises during the transfer of the screw- spike wretch machine. He was taken by EMS vehicle to the Montana Multidisciplinary Hospital for Active Treatment.

No damage were caused to the railway track and the RSPSM.
